Yes, some piston airplanes use less of the aviation infrastructure and some use more, but it all evens out in the end, cost-wise.
At present, yes, but GA fuel taxes will need to be increased modestly to pay for future ATC infrastructure upgrades.
No, fuel taxes presently do not cover GA’s impact on the airspace system.
