The NTSB is recommending the FAA require newer 406Mz emergency locator transmitters in all aircraft, preferably by February 2009. This would require many upgrades, but according to the NTSB would greatly increase rescuers' ability to locate downed aircraft.

Should the FAA require 406MHz ELTs?

ABSOLUTELY. The more we can do to prevent loss of life in aviation accidents, the better.
YES, but there should be a reasonable time period for people to make the transition.
NO, the type of ELT probably doesn't make much difference in a crash.
ABSOLUTELY NOT. It's just another way of the government offloading costs onto pilots.
