EAA is recommending a new class of kitbuilt aircraft where builders might not have to complete a strict "51%" of the process on their own.

Should the FAA create a new class of kit airplane?

Yes. Kit aircraft technology has come so far since the 51% Rule was enacted that the rule now limits the ability of kit manufacturers to get maximum performance and utility out of their designs.
Yes, but a federally supervised safety and compliance bureaucracy would need to be established.
Maybe Not. The 51% Rule should apply, but professional assistance should be encouraged (and allowed) as part of that rule.
No. The 51% Rule has served the industry well, and providing an alternative is just an end run around important safety considerations.
