The Governor of Alaska is proposing that aircraft owners be offered low-interest loans to equip their aircraft with avionics that will be required under the FAA's NextGen airspace management system.

Should ADS-B avionics loans (similar to those proposed in Alaska) be offered to owners in Hawaii and the Lower 48, or should the government be even more involved?

Yes. The safe separation of air traffic is a federal mandate, and upgrading the equipment necessary should be the FAA's responsibility.
I can see it for commercial aircraft that routinely use the crowded airspace, but private owners should be on their own.
If you want to fly in that airspace, you should have to pay the full price, without taxpayer assistance.
Doesn't matter to me. I'll never fly where that gear is necessary.
