The FAA says through-the-fence arrangements work against airport development and expansion. Opponents to their plan to ban any future TTF deals on federally funded airports say the opposite is true. What do you think?

Do through-the-fence deals threaten airports?

That's ridiculous. People with airplanes are ideal airport neighbors.
Most of the time TTFs work but the FAA needs power to limit them.
The dream of doorstep-to-doorstep commuting by air never materialized, and TTFs were a byproduct of that, so new ones aren't necessary.
They never made sense and should be phased out entirely.
