The Senate says a hefty tax increase on jet fuel for GA is the way to go. Is that fair? What are the options?

How should we pay for NextGen?

NextGen should be funded from general revenue because it benefits everyone in the country.
More money will have to be raised from aviation, but all facets of the industry should be hit, not just business jets.
Taxes are better than user fees, but they need to be fairly distributed.
NextGen will benefit some more than others, and they should pay more.
NextGen won't help me at all, and I shouldn't have to pay.
