The Chinese government has laid out its plan for development of general aviation. Is that good or bad for the rest of the GA world?

Is China's plan for GA development good for the West?

It's good news. It opens a huge market, and established aviation companies will prosper from it.
It looks good so far, but we've been hearing this for years and not much has come of it.
Communist China has become very astute at capitalism, and there won't be much left over for outsiders.
China is a black hole for everything the West values, and we should not allow U.S. aviation companies to be sold to the Chinese.
