Grounding any aircraft is rare, and halting the flights of an airliner extremely so.

Is keeping Dreamliners out of the air necessary?

Unequivocally, yes. There have been too many problems too soon that should have been caught in the certification process.
It's justified in this case, just to give inspectors, Boeing, and airlines a chance to assess the various problems and determine their actual impact on the safety of the plane.
These are all things that need to be addressed, but I don't think grounding the airplanes was necessary.
These issues have been exaggerated by the media, and the government is buying in.
