CHINA
SETS OUT AIRSPACE PLAN Chinese authorities say that while
more airspace will be opened for general aviation, pilots can't expect
the "free-for-all" atmosphere of the U.S. and, in some ways, flying will
be more strictly controlled than it is now. "Authorities will be
stricter with the issuing of pilot licenses and assess the qualification
of the aircraft and capabilities of those pilots who want to fly low
altitude," Cai Jun, head of the air traffic control department under the
general headquarters of the People's Liberation Army Air Force, told
People's Daily. "A system to punish violators will ensure those who fly
outside of pre-established boundaries will be punished," he said. The
goal is to prevent the "haphazard and even dangerous flying" that occurs
in the U.S. and other countries and to "try to learn from the mistakes
in the U.S. To that end, there won't be much, if any, uncontrolled
airspace in China, the report says. More...

CONGRESS
EXTENDS FAA FUNDING ONE MONTH While aviation advocates
continue to lobby for a stable, long-term FAA funding plan, Congress
last week agreed to extend current funding for the agency through June
30. The bill is now awaiting President Obama's signature. The obstacles
to creating a long-term funding plan, according to U.S. Rep. Jerry
Costello, are two "poison-pill" provisions that Republicans in the House
have refused to remove from their version of the bill. Those provisions
call for $4 billion in funding cuts, which Costello says would hurt the
U.S. economy and reduce aviation safety, and the repeal of an existing
law that protects collective bargaining rights for some airline workers.
Both houses of Congress have approved funding bills this year, but their
differences must now be reconciled before a final version can become

FALCON
7X FLEET REMAINS GROUNDED It's been almost a week since the
worldwide fleet of Falcon 7X aircraft was grounded and there is still no
word on when there will be a fix to the runaway pitch trim fault that
led to the emergency AD. A 7X crew experienced the malfunction May 25
while on descent. The crew was able to regain control and land the
aircraft uneventfully. There are 112 aircraft affected and the fleet has
accumulated 70,000 flight hours. This is the first reported incidence of
pitch trim problems, the company said last week. As might be expected,
there were some high-profile disruptions caused by the grounding.

ALASKA
AIRLINES OK'S IPAD FOR COCKPIT Alaska Airlines is now giving
iPads to all of its pilots to replace 25 pounds of flight manuals.
"We've been exploring the idea of an electronic flight bag for several
years, but never found a device we really liked," said Gary Beck, Alaska
Airlines' vice president of flight operations. "When the iPad hit the
market, we took one look at it and said this is the perfect fit." By
mid-June, all of the airline's pilots will have iPads. The airline is
also exploring using the iPad to replace paper aeronautical charts. The
airline said the iPad will eventually eliminate up to 50 pounds of paper
per cockpit, saving on fuel costs and reducing back and muscle injuries
to overloaded pilots. More...
