FLORIDA
OKs PIPER DEAL Piper Aircraft has not attained all the
benchmarks that were set when the state of Florida invested $6.6 million
in the company's expansion four years ago, but given the state of the
economy since then, the state has agreed to not seek payback from the
company. As long as Piper stays in Florida and meets certain employment
obligations for the next four years, the debt will be forgiven, Piper
said this week. The company also received $4 million from the county,
but a similar compromise to avoid repayment is expected to be finalized

AIRPORT WELCOMES MEBA The Middle East Business Aviation
exhibition started Tuesday in Dubai and those who flew in were among the
first to use new general aviation facilities at the world's largest
airport. Dubai World Central, which covers 54 square miles outside of
Jebel Ali, opened its VIP terminal just in time to receive the 45
static-display aircraft at the region's biggest business aviation show.
"This superb facility was opened to receive MEBA traffic and will now
increasingly service the VIP aviation market, giving easy access
particularly to the new Dubai area," said Paul Griffiths, the CEO of

EPIC
EXPANDING FOR CERTIFICATION EFFORT Epic Aircraft is planning
to expand its Bend, Ore., operation as it goes for certification of the
LT single-engine turboprop. The Associated Press reported the kit builder is
negotiating with Cessna to buy the building Cessna abandoned two years
ago when it consolidated manufacturing of its Corvalis high-performance
singles in Wichita. The Bend City Council has approved transfer of the
land lease from Cessna to Epic. Epic CEO Doug King said the expansion is
needed because of growth in the kit business and because of the
certification effort. "We expect to hire 40 to 80 new staff in 2013," he
said in an email to the Bend Bulletin. "Our commitment to Bend

HELICOPTER
SHORTAGE AFFECTS OIL-RIG OPERATORS Oil rig operators in the
stormy North Sea depend on sturdy helicopters like Eurocopter's Super
Puma to move personnel, but recently a series of scares and concerns has
disrupted those flights. Last week, an L2 Super Puma with 16 passengers
and two crew, bound for an offshore platform, declared an emergency and
returned to Aberdeen after a warning light came on in the cockpit. Two
other L2 Super Pumas made emergency U-turns last month, according to
local news reports. And in October, the U.K. Civil Aviation Authority
restricted over-water flights of the EC 225 Super Puma fleet after two
of them ditched in the North Sea, one in October and one in May.

LEARJET
CRASHES IN MEXICO, SEVEN KILLED NTSB investigators are en
route to Mexico to help find the cause of the fatal crash of a
U.S.-registered Learjet 25. All seven on board were killed when the jet
went down in mountainous terrain early on Sunday, including popular
Mexican-American singer Jenni Rivera, several of her staff members, and
the flight crew. The jet had departed from Monterrey about 3:30 a.m. and
headed south toward Mexico City. The crash occurred about 70 miles from
