Brazil Trade Delegation At SNF

When you think of Brazil and airplanes, you automatically think of Embraer, but that aerospace giant isn't the only player in the South American market. A number of smaller companies ply the aircraft trade and a couple of them are represented this week at Sun 'n Fun by a trade delegation from Brazilian state of Santa Catarina. Sergio Luiz Gargiani, president of an industrial trade board representing Santa Catarina said Wednesday that the state is offering extensive incentives to attract aerospace industry to Brazil, including tax breaks and land grants. "We are just starting, but we have very good background, working in high technology companies, in software, in electronics so now we are moving into aircraft to put together these technologies," Gargiani said in this podcast interview with AVweb on Wednesday.

To show off its prowess, the Brazilian group brought to Sun 'n Fun a pair of slick composite two-place retractables from a company called Wega. The airplanes are powered by Superior's XP-360 engine and are eventually intended as kits, although Wega appears to be quite some distance from actually shipping kits. A Wega representative told AVweb this week that the aircraft cruise at about 190 knots and have an empty weight of about 1100 pounds. Watch for an AVweb video on the kit airplanes later this week. The company also has a pair of new general aviation aircraft in the works, aimed at both the Brazilian and the export market, called NovAer Craft. Both are low-wing airplanes -- the T-Xc, a two-place aerobatic trainer, and the U-Xc, a four-place pressurized version with retractable gear. They will be the first all-carbon-fiber aircraft built in Brazil, according to a company spokesman. Both airplanes are expected to be certified in about two and a half years.

ATP Options Up To 100 Piper Airplanes

Airline Transport Professionals flight school has agreed to buy 15 Archer TX single-engine airplanes from Piper Aircraft, with options for up to 85 more, the companies announced Wednesday at Sun 'n Fun. These will be the first single-engine Pipers in ATP's fleet as the school transitions to predominantly Piper training aircraft. All of the new ATP airplanes will be equipped with Garmin G500 avionics. "This large follow-on fleet transaction clearly shows continued confidence on the part of ATP in Piper Aircraft," said Piper CEO Simon Caldecott. The flight school previously bought 30 Piper Seminoles, in 2011.

The initial 15 airplanes will be delivered later this year. All of them will be equipped with Garmin G500 avionics suites. ATP Vice President Jim Koziarski said the flight school chose Piper aircraft for dispatch reliability, technological flexibility in cockpit avionics and instrumentation, and operational economy. ATP provides more pilots to the regional airlines than any other single flight school, college, or academy, the company said in a news release.

Flight Design Pushes Back C4 Program

With a fundamental review of the FAA's Part 23 aircraft-certification regulations in the works, Flight Design's management team said on Tuesday they will extend the development timeline of their C4 four-place certified aircraft to take advantage of the expected changes. Flight Design's revised schedule expects first flight of the proof-of-concept airplane about a year from now, with certification from the FAA and EASA to follow about a year to 18 months later. Top managers from Flight Design are serving on the FAA rulemaking committees that are rewriting the regulations, and the company said the revised Part 23 is expected to double the level of safety while cutting certification costs in half. The company plans to sell the C4 for $250,000, and has deposits for about 80 of the airplanes.

If the Part 23 review process should stretch on too long, the company also is considering certification under Primary Category. That would bar the aircraft from some commercial operations, such as charter, though flight training is permitted. Flight Design spokesman John Gilmore told AVweb on Monday the company also announced this week a new limited edition version of its CTLSi light sport airplane with a package of options that have proven popular with customers. "We think it's going to be a good seller, it's a value package," Gilmore said. The special edition sells for $163,700, a savings of about $6,000 compared to choosing the options individually. The CTLSi features the Rotax 912iS fuel-injected engine, a Dynon Skyview glass panel, leather seats, and more.

President's Budget Proposes User Fees For Some

A section of President Obama's proposed 2014 budget aims to "reduce the deficit and more equitably share the cost of air traffic services" through a "$100 per flight fee" payable to the FAA, with exceptions. The fee would not apply to piston, military, public, or air ambulance aircraft as detailed on page 43 of the budget. It would also exempt Canada-to-Canada flights and those operating outside of controlled airspace. The user fee is one of two proposed measures that would directly affect general aviation. Aviation interest groups, from AOPA to GAMA to NATA, responded quickly, and negatively, to both proposals.

Also included on page 20 of the White House budget proposal is a proposal to "eliminate special depreciation rules for corporate purchases of aircraft," shifting the period from five years to seven years. The White House says the change would make consistent the treatment of commercial and corporate passenger-carrying aircraft and "save $3 billion over 10 years." The White House believes the proposed user fee "would generate an estimated $7.3 billion over 10 years."

According to Craig Fuller, the fee proposal is "designed specifically to open the door for new, higher fees in the future." GAMA released a statement saying, "The budget continues to promote policies that hurt general aviation and fail to lay the foundation for growth" in the sector. According to NATA president and CEO Thomas L. Hendricks, "This would be another hit on general aviation that simply doesn't do much in terms of deficit reduction but would certainly have a negative impact on aircraft the manufacturing sector."
