Three Rs Initiative Progresses

AVweb's Three Rs Initiative progressed with a meeting attended by leaders of the aircraft remanufacturing and refurbishment industry at the National Business Aviation Association convention in Orlando Wednesday. AVweb Publisher Tom Bliss took input from stakeholders at this and earlier meetings and what's emerging is a standards organization that will set criteria for quality refurbishment of aircraft that have plenty of life left in them. "I see this not as a service business," Bliss said. "I see this as a remanufacturing business."

Representatives of the insurance industry said there are precedents in which aircraft that have essentially been rebuilt from scratch emerge as much higher-value planes than the original. With industry-recognized processes and standards behind aircraft under the Three Rs brand, it was generally agreed that they could carve out a high-value niche in the used market that would maintain that value in underwriting and policy deliberations. Bliss said the group would choose about a dozen designs from manufacturers that continue to support those aircraft and the goal would be to remanufacture 500 to 600 aircraft a year. Bliss noted that while the overarching goal is to breathe life into an ailing industry, the practical necessity is that companies have to make money on these aircraft. "This has to make business sense," he said. Next steps include implementing a marketing and communications strategy and more detailed discussions on aircraft types, scope of work and the standards of that work.

Bizav Ready To Help After Sandy

As its members meet in sunny Orlando, NBAA is marshaling efforts to use business aircraft to help with the relief efforts in the storm-tossed Northeast. NBAA hosts the Humanitarian Emergency Response Operator (HERO) database where aircraft owners and operators can volunteer the use of their aircraft for humanitarian aid. Aid organizations use the list to find aircraft appropriate to the missions that might need to be flown. "At the moment, much like the rest of the country, we're waiting to see what the damage is and what efforts will be needed in the hours immediately following the storm's passage," Robin Eissler, president of the Sky Hope Network, told NBAA. "Our focus is specifically on life-saving flights and placing aviation assets where they are needed most."

Sky Hope has aircraft staged in New York and Wilmington, Del., ready to be used as required. Marianne Stevenson, of aviation relief organization AERObridge, said her group is ready to help when called. "At this point we're monitoring the situation and preparing to respond as needed to the relief effort following Sandy."

Hurricane Sandy's Havoc, By The Numbers

Hurricane Sandy caused a total of 19,574 commercial flight cancelations from Saturday October 27, through Thursday, Nov. 1 (known as of Wednesday), according to FlightStats.com, as travel regained its footing, Wednesday, and La Guardia remained closed. La Guardia was still flooded with standing water, Wednesday, and may require assessment by engineers to determine the extent of salt-water damage to equipment, airport lighting, and ground-based navigation aids before it runs at capacity. The projection for Thursday operations at other area airports -- JFK International and Newark Liberty -- is trending toward normalcy. But there is a lot of people- and package-moving to make up and La Guardia is a major component.

Of the 2,890 flights reported as canceled Wednesday, La Guardia accounts for 971. Peak cancelations occurred Tuesday at Philadelphia International, according to FlightStats, when airport logged 1,068 canceled flights, compared to runner up Newark Liberty at 1,011. La Guardia saw about 1,000 operations per day in 2011 and has two intersecting runways, both of which have been extended on fill into bay waters at the far west end of Long Island Sound. JFK International Airport, which also has runways bordered by bay water, and Newark Liberty Airport in New Jersey both resumed limited service, Wednesday. At its peak, Monday, the storm left 7,944 flights canceled. Wednesday's forecast for Thursday puts 525 cancelation listings on the boards.

Kestrel Selects Cox De-Icer

Kestrel Aircraft's turboprop design will feature an electro-mechanical deicing system, the company announced this week at the NBAA Convention in Orlando. The Cox & Co. system removes ice from the leading edges with a pulsing impact delivered from channels inside the leading edges of the wings. CEO Alan Klapmeier said the system retains laminar flow over the wing while removing the ice. "This is a critical factor for achieving high speed and reducing drag and fuel consumption," he said.

The system also has lower lifetime costs than other deicing systems, Klapmeier said, and requires no regular maintenance. It has been approved by both the FAA and EASA for flight into known icing. It's used on several new business jets, according to Cox & Co., including the HondaJet and Lear 85. Kestrel represents the first entry into the GA market for the system, the company said. When glass first appeared a dozen years ago, virtually all of the required backup gyros were of the iron variety — vacuum- or electric-powered. Increasingly, manufacturers are turning to glass backups as well, and at NBAA in Orlando this week, Mid-Continent Instruments and Avionics announced its new SAM, a two-inch combined attitude gyro and pitot-static instrument. In addition to providing legal backup, the unit also has a self-contained lithium-ion battery pack cable of of operating the device for at least an hour. Embraer: Legacy 500 First Flight Near

Embraer said at the NBAA Convention in Orlando this week that its first prototype of the Legacy 500 midsize jet will be ready for first flight within the next few weeks. The all-new jet is aimed to fill the gap between the light Phenom models and the big-cabin 600 and 650. The jet, with a stand-up cabin that seats 12, can fly at Mach .82 for 3,000 nm. The company has two other prototypes in the works for the flight-test program and said first deliveries of the jet will take place in 2014.

As flight testing proceeds, the company is already working on a support network. "The Legacy 500 will have all product support in place worldwide before entry into service," said Edson Carlos Mallaco, vice president of customer support and services. "One of our goals is to have Embraer owned and authorized service centers prepared to receive the Legacy 500 on its first day."

Testing Precision Approaches For Small Runways

Researchers at Embry-Riddle have received FAA funding that they will use to evaluate pilot performance to determine the feasibility of deploying GPS-aided precision landing approaches at small airports. At issue is whether or not the kind of precision approaches normally used at larger aiports can be safely used for landing on shorter, narrower runways and under what conditions. The project will get under way in summer, 2013. Pilots for the project have not yet been recruited.

Embry-Riddle says it will start seeking instrument-rated pilots for the program in the spring of 2013. It will will observe the pilots flying simulated approaches and landings in a Level 6 Cessna flight simulator while subjected to simulated low-visibility, and varied light and runway conditions. They will fly their approaches down to minimums and land, if able. The study will be conducted at Embry-Riddle's campus in Daytona Beach, Fla. Embry-Riddle notes the project is sponsored by the MITRE corporation and is funded by the FAA.

Makings lemons out of lemonade is the sign of a great FBO, and this week, reader David Townsend tells us how the FBO at Coulter Field (KCFD) in Bryan, Texas took the sting out of an unplanned detour a couple of weeks ago:

On October 19, I was en route to pick up my son from Texas A&M University when a bomb threat (a hoax) forced the evacuation of that campus, including closure of the on-campus airport. Coulter Field is ten miles away, so everyone inbound that afternoon, including many arriving for the football game the next day, diverted to Coulter. I've been to Coulter before, and it has a fine runway with excellent approaches, a generous ramp, and a clean, well-equipped FBO. This day, the staff really rose to the occasion. It was SRO in the lounge. Everyone needed information, transportation, and a cookie. We all got what we needed with a smile, even the LSU fans.
