Florida OKs Piper Deal

Piper Aircraft has not attained all the benchmarks that were set when the state of Florida invested $6.6 million in the company's expansion four years ago, but given the state of the economy since then, the state has agreed to not seek payback from the company. As long as Piper stays in Florida and meets certain employment obligations for the next four years, the debt will be forgiven, Piper said this week. The company also received $4 million from the county, but a similar compromise to avoid repayment is expected to be finalized by next week.

Alan Polackwich, attorney for the county, told TCPalm.com the agreement is a compromise. "This recognizes that they didn't do everything [called for in the 2008 agreement], but they did do quite a bit." Piper said it now employs more than 650 full-time-equivalent workers in Vero Beach, and has invested more than $100 million in the Vero Beach operations. "Following a worldwide economic recession in general aviation, Piper is managing to emerge as a strong company with a backlog and a global presence in the aerospace industry," said Piper CEO Simon Caldecott. "As the largest manufacturing exporter in Indian River County, we are gratified that the state has recognized our ongoing contributions to Florida, Indian River County and Vero Beach."

New Airport Welcomes MEBA

The Middle East Business Aviation exhibition started Tuesday in Dubai and those who flew in were among the first to use new general aviation facilities at the world's largest airport. Dubai World Central, which covers 54 square miles outside of Jebel Ali, opened its VIP terminal just in time to receive the 45 static-display aircraft at the region's biggest business aviation show. "This superb facility was opened to receive MEBA traffic and will now increasingly service the VIP aviation market, giving easy access particularly to the new Dubai area," said Paul Griffiths, the CEO of Dubai Airports.

Growth has slowed or stalled at many business aviation shows but MEBA is reporting a healthy 14-percent increase in vendor participation. In addition to the record number of static airplanes, the show floor has 385 exhibitors from 45 countries taking part. About 7,000 people are expected to attend. The show wraps Thursday.

Epic Expanding For Certification Effort

Epic Aircraft is planning to expand its Bend, Ore., operation as it goes for certification of the LT single-engine turboprop. The Associated Press reported the kit builder is negotiating with Cessna to buy the building Cessna abandoned two years ago when it consolidated manufacturing of its Corvalis high-performance singles in Wichita. The Bend City Council has approved transfer of the land lease from Cessna to Epic. Epic CEO Doug King said the expansion is needed because of growth in the kit business and because of the certification effort. "We expect to hire 40 to 80 new staff in 2013," he said in an email to the Bend Bulletin. "Our commitment to Bend continues."

Epic was on the verge of collapsing until a group of aircraft owners with partly built kitplanes banded together to win control of the enterprise. Since then, most have finished their aircraft and the company is now building parts for new kits. Earlier this year, Epic was acquired by Engineering LLC, a Russian firm that announced the certification bid. Epic has job postings on its website relating to the certification bid.

Helicopter Shortage Affects Oil-Rig Operators

Oil rig operators in the stormy North Sea depend on sturdy helicopters like Eurocopter's Super Puma to move personnel, but recently a series of scares and concerns has disrupted those flights. Last week, an L2 Super Puma with 16 passengers and two crew, bound for an offshore platform, declared an emergency and returned to Aberdeen after a warning light came on in the cockpit. Two other L2 Super Pumas made emergency U-turns last month, according to local news reports. And in October, the U.K. Civil Aviation Authority restricted over-water flights of the EC225 Super Puma fleet after two of them ditched in the North Sea, one in October and one in May.

The CAA investigation found that on both of the ditched aircraft, "the failure of the bevel gear vertical shaft … occurred as a result of high cycle fatigue cracking in the area of the weld and is thought to be as a result of the shaft bending (flexing) as it rotates." Nobody was hurt in either incident. Eurocopter told customers recently that it hopes to have a fix for the problem and return the fleet to full operating status by February, according to The Wall Street Journal. Meanwhile, the loss of the helicopters, which make up about one-third of the North Sea oil-rig fleet, has caused operational stress and extra costs for operators.

Learjet Crashes In Mexico, Seven Killed

NTSB investigators are en route to Mexico to help find the cause of the fatal crash of a U.S.-registered Learjet 25. All seven on board were killed when the jet went down in mountainous terrain early on Sunday, including popular Mexican-American singer Jenni Rivera, several of her staff members, and the flight crew. The jet had departed from Monterrey about 3:30 a.m. and headed south toward Mexico City. The crash occurred about 70 miles from the departure airport.

According to Mexico's Ministry of Communications and Transport, the FAA already has conducted a review to verify that the airplane and crew were properly licensed and certificated, and found that "everything is in order." The jet was registered to Starwood Management of Las Vegas, and was built in 1969, according to The Associated Press. A government spokesman told the AP that the wreckage was strewn across an area of about 900 feet, and there was "nothing recognizable" to be found at the site. The Mexican government will investigate the cause of the crash.
