FDC NOTAM 1/1474 relaxes
restrictions on VFR operations in the remaining Enhanced Class B airspace,
with the exception of Boston, New York and Washington. As it did a week
earlier, the FAA is "staggering" its implementation of relaxations at these
locations through Wednesday, October 17. This NOTAM also
includes:
A restatement of the
definition of "Enhanced Class B"
(ECB) airspace; and,
A restatement of which VFR
operations are prohibited in ECB.
Similar to FDC NOTAM 1/1474, FDC NOTAM 1/1225 relaxed
restrictions on VFR operations in Enhanced Class B airspace at 15 locations
around the U.S. beginning Monday, October 15. The FAA "staggered" its
implementation of these relaxations at these locations through Wednesday,
October 17.
Reduces the 25-nm airspace
rings around JFK
and DCA to 18 nm
and establishes similar restrictions within 15 nm of the BOS
VORTAC;
Requires IFR flight plans,
which must be filed at least one hour in advance; and,
Allows VFR flight training
within the 18-to-25-nm rings around JFK and DCA and outside the 15-nm ring
around the BOS VORTAC in piston-powered aircraft with a MGTOW of no more
4,000 pounds.
"Strongly urge"
pilots not to loiter over power generation or military facilities and to
monitor GUARD frequencies
(121.5 VHF and/or 243.0 UHF)
when in close proximity to them
Deadly force is
authorized to prevent incursion into restricted or prohibited areas;
and,
All aircraft are directed to
maintain a listening watch on
GUARD frequencies (121.5 VHF and/or 243.0 UHF) if possible.

that current editions of the Aeronautical Information Manual depicting
intercept signals may be incorrect (this is true for the FAA's online

SPECIAL NOTICE EFFECTIVE IMMEDIATELY UNTIL FURTHER NOTICE, PURSUANT TO

"TERRITORIAL AIRSPACE OF THE U.S." MEANS THE AIRSPACE OVER THE U.S., ITS
TERRITORIES AND POSSESSIONS AND THE AIRSPACE OVERLYING THE TERRITORIAL
WATERS BETWEEN THE U.S. COAST AND 12 NAUTICAL MILES FROM THE U.S. COAST.
"OVERFLY/OVERFLIGHT" MEANS ANY FLIGHT DEPARTING FROM AN AIRPORT/LOCATION
OUTSIDE THE U.S., ITS TERRITORIES OR POSSESSIONS, WHICH TRANSITS THE
TERRITORIAL AIRSPACE OF THE U.S. EN ROUTE TO AN AIRPORT/LOCATION OUTSIDE THE
U.S., ITS TERRITORIES OR POSSESSIONS.
U.S. "PUBLIC AIRCRAFT" IS DEFINED AND DESCRIBED IN 49 USC, SECTION
40102(a)(37) AND INCLUDES U.S. FEDERAL, STATE AND LOCAL GOVERNMENT
AIRCRAFT.
"FLIGHT TRAINING" MEANS THAT TRAINING,
OTHER THAN GROUND TRAINING, RECEIVED FROM AN AUTHORIZED INSTRUCTOR IN FLIGHT
IN AN AIRCRAFT.
AIRSPACE
CLASS B AIRSPACE AS DEFINED IN 14 CFR SECTION 71.41.
"ENHANCED CLASS B AIRSPACE" REFERS TO
THE CLASS B AIRSPACE AND THAT AIRSPACE UNDERLYING AND OVERLYING THE CLASS B
AIRSPACE FROM THE SURFACE TO FL180. THIS DEFINITION DOES NOT CHANGE THE
ASSOCIATED RULES AND/OR SERVICES PRESCRIBED FOR CLASS B AIRSPACE.
ADDITIONALLY, THIS DEFINITION DOES NOT CHANGE THE ASSOCIATED RULES AND/OR
SERVICES PRESCRIBED FOR THE UNDERLYING/OVERLYING AIRSPACE.

WITH REQUIREMENTS TO LAND AT AIRPORTS IN THE U.S., CANADA OR MEXICO
DESIGNATED AS PORTS OF ENTRY.
THE AIRCRAFT AVOID "ENHANCED CLASS B AIRSPACE".
PART 91 VFR OPERATIONS NORTH OF THE 54TH PARALLEL ARE AUTHORIZED FOR

PROFESSIONAL OR COLLEGIATE SPORTING EVENT OR ANY OTHER MAJOR OPEN AIR
ASSEMBLY OF PEOPLE. UNLESS AUTHORIZED BY ATC FOR PURPOSES OF CONDUCTING
ARRIVAL/DEPARTURE OPERATIONS.
EFFECTIVE IMMEDIATELY, COMMERCIAL AND PRIVATE AIRCRAFT FLYING INSIDE, OR
IN CLOSE PROXIMITY TO, NEWLY ESTABLISHED OR CURRENTLY EXISTING RESTRICTED OR
PROHIBITED AREAS OF THE UNITED STATES WILL BE SUBJECT TO BEING FORCED DOWN
BY ARMED MILITARY AIRCRAFT. IF NECESSARY, THE MILITARY HAS INDICATED THAT

THESE MEASURES ARE NECESSARY IN RESPONSE TO THE TERRORIST ATROCITIES OF
SEPT. 11, 2001, WHICH CAUSED THOUSANDS OF INNOCENT CIVILIAN CASUALTIES. THE
MILITARY WILL USE DEADLY FORCE ONLY AS A LAST RESORT, AFTER ALL OTHER MEANS
ARE EXHAUSTED. THIS NEW POLICY IS IN EFFECT UNTIL FURTHER NOTICE. OFFICIAL
CHARTS OUTLINING THE NEW RESTRICTED OR PROHIBITED AREAS WILL BE MADE
AVAILABLE AS SOON AS POSSIBLE. THESE AREAS WILL BE PERIODICALLY REVISED AND
WILL THEREFORE REQUIRE THAT EACH PILOT RECEIVE AN UP TO DATE BRIEFING ON THE
STATUS OF THESE AREAS PRIOR TO EVERY FLIGHT. IN ADDITION, ALL AIRCRAFT
OPERATING IN THE U.S. NATIONAL AIRSPACE AND IN CLOSE PROXIMITY TO THE
