The FAA reacted quickly to the August 8 midair collision between a Piper Lance and a tour helicopter over New York City’s Hudson River, proposing a series of operational and ATC changes designed to facilitate separation of fixed-wing and rotorcraft traffic. But will the FAA’s proposals help?
